Culture cannot be separated from politics. The arts, philosophy and metaphysics, religion and the sciences, constitute culture. Politics are the science or art of organizing our relationships to allow for the development of life in society.
で「文化は政治と切り離すことはできない。人文芸術・哲学・形而上学・宗教・科学などが、文化を構成している。そして政治というものは、社会での生活向上を可能にするために我々の人間関係を整理するという、知識体系（science）または技（art）なのである。」という意味になります。

Culture cannot be separated from politics. で「文化は政治から分離することはできない。」です。
separate ～ from … で「～を…から分離する」です。
politics は「政治」です。
-s が付きますが、基本的に単数扱いとなります。

The arts, philosophy and metaphysics, religion and the sciences, までが主語です。
「人文芸術科目、哲学、形而上学、宗教、各理系科目」です。
カンマ(,)を繰り返し最後は and で締める、列挙形式になっていますね。
constitute culture. で「～が文化を構成する」です。
constitute は「～を構成する、～の構成要素となる」という意味の動詞です。
the arts は「文系の学問全般」です。
そして最後の the sciences は「理系科目全般」という意味になります。

Politics are the science or art of ～ で直訳だと「政治は～の科学または芸術なのだ」です。
ここでの science と art は広い意味合いで使われて、
それぞれ science が「体系化された知識」と、art が「技術、技」という意味になっています。
この science と art が、前半の the arts と the sciences にかかっているわけですね。

何の知識体系または技術なのかというと、
(of) organizing our relationships「私たちの人間関係を整理する（という）」です。
organize オーガナイズは「整理整頓する、構造化してまとめる」という意味です。
例：event organizer「イベント主催者」、organized behavior「組織的な行動」
to allow for ～ で「～を可能にするために」です。
allow for ～ で「～を可能にする」です。後ろには名詞が来ます。
the development of life in society. で「社会生活の向上」です。
