で「警察は金曜日、目撃者の証言をもとに発表した。容疑者はクリニックの受付にあった暖房器具の近くに紙袋を置いていた。容疑者はその後その袋を蹴り、そこから液体が流れ出て火が付いた。およそ20代～60代の犠牲者たちは一酸化炭素中毒で死亡したと考えられる。」という意味になります。

The police quoted witnesses as saying that ～ で「警察は、目撃者たちが～と言ったとして、引用した」という意味です。
quote ～ as saying that … の形で「～が…といったと引き合いに出した」という意味の言い回しです。
quote は「（～の言葉を）引用する」という意味の動詞です。
名詞では「引用文、引用句、ことわざ、格言」という意味になります。
witnesses で「目撃者たち」です。

目撃者たちが何と言ったかというと、that節で、
(that) the suspect had placed the paper bag で「その容疑者は、紙袋を置いていた」です。
had placed と過去完了形（past perfect）となって「（火をつける前に～）していた」という意味です。
paper bag で「紙袋」です。bag には「袋」という意味があります。
例：plastic bag「ビニール袋」、waste bag「ゴミ袋」
near a heater in the clinic’s reception area. で「そのクリニックの受付にあったヒーターの近くに」です。

He then kicked the bag, で「彼（容疑者）はその後、その袋を蹴った」です。
igniting the fire when the liquid flowed out. は分詞構文で「（そのことで）火が付いた、液体が流れ出た時」です。

The victims, aged around their 20s to 60s, が主語です。
カンマ以降は the victims を説明する挿入句で同格の名詞句です。
aged ～ で「～歳の」という意味になります。
例：Young people aged 18 and over「18歳以上の若者」
around ～ は「およそ～の」という意味の前置詞です。
may have died from ～ で「～で死んだと思われる」です。
may have ～ed で「～したかもしれない、～したようだ、～したと考えられる」という意味になります。
die from ～ で「～が原因で死ぬ」という意味になります。
suffer from ～「～に苦しむ、～を患う」と同じ from の用法ですね。
carbon monoxide poisoning. で「一酸化炭素中毒」となります。
carbon monoxide で「一酸化炭素」です。
monoxide マ[ノ]クサイドゥで「一酸化物」
mono-（単一）＋oxide（酸化物）
carbon dioxide ダイオキサイドゥで「二酸化炭素」です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
