Among conservative members of Japan’s ruling Liberal Democratic Party, で「日本の与党である自民党の保守派メンバーの間で」です。
長いですが前置詞 among ～「～の間で、～の中で」が導く句になっています。
conservative members で「保守的なメンバーたち」です。
conservative で「保守的な、昔ながらの、伝統を守るような」です。
反対は、liberal [リ]ベラォ「進歩的な、リベラルな」、または progressive「進歩的な、進歩主義の」です。
Japan’s ruling Liberal Democratic Party で「日本の与党である自民党」です。
ruling は「支配している、仕切っている、権力の座にある」という意味の形容詞です。
Liberal Democratic Party は「自民党、自由民主党（LDP）」です。

calls for nominating the site as planned までが主語で「その場所を計画していた通りにノミネートするように求める声」です。
calls for ～ はここでは名詞で「～を求める声」です。
動詞でも使えて call for ～ で「～を求める、～を要求する」となります。
nominating the site で「その場所をノミネートすること（を求める声）」です。
nominate ～「～を指名する、～を推薦する」です。ここでは世界文化遺産に「推薦する」ことです。
the site は記事の文脈から「佐渡金山」のことです。
site は「現場、場所、用地、敷地」などという意味の名詞です。
例：World Heritage Site「文化遺産の地」
as planned は「予定されていた通りに、従来の予定通りに」という意味の副詞句で動詞 nominate を修飾しています。
そのような声（calls）が、
are growing「高まってきている」です。
grow は「育つ」ですが、ここでは「（勢いなどが）高まる、勢いを増す」です。
例：growing criticism「高まる批判」

But「しかし」
some government officials believe (that) ～ で「一部の政府の官僚たちは～だと強く思っている」です。
it is not a good time to ～ で「～するのには（今は）良い時期ではない」です。
to proceed with the plan で「その計画を進めるには」です。
proceed「～を進める」は自動詞で直接目的語をとれないので、proceed with ～ で「～を進める」となります。

接続詞 as ～ で「～の状況のなかで、～なので」

South Korea is set to hold a presidential election in March, で「韓国が3月に大統領選挙をすることになっている（状況で）」です。
be set to ～ で「～することになっている、～することが決まっている」です。
be planned to ～ や be slated to ～ などとも言えます。
hold ～ は「～を手に持つ、握る」という意味以外にも「～を開催する」という意味があります。
例：hold a meeting「会議を開く」、hold a birthday party for her「彼女の誕生会を開く」
