で「アメリカ人のアスリートたちは変更なく参加する一方で、ジョー・バイデン大統領の政権は、北京冬季オリンピックに公式代表団を派遣しない予定だ。中国による“中国北西部の新疆地区での現在進行中の大量虐殺と人道にもとる犯罪行為”のせいで。ホワイトハウスのジェン・サキ報道官が昨年12月に記者たちに語った。」という意味になります。

While ～ は「～する中で、～する一方で、～ではあるが」という意味で、ここでは逆説的な意味で使われています。
American athletes will still participate, で「アメリカのアスリートたちは変わらずに参加する予定である」です。
still は「変わらずに、以前のままで」といった意味の副詞です。
participate パー・[ティ]・スィ・ペイトゥは「参加する」という意味の動詞です。
自動詞なので目的語を取りたいときは、participate in ～ という形になります。

その一方で（While ～）、
President Joe Biden’s administration will not send ～ で「大統領のジョーバイデンの政府は～を送らない予定である」です。
何を送らないかというと、
an official delegation「公式の派遣団を」です。
delegation は「委任団、派遣団、代表団」という意味の名詞です。
動詞形は delegate [デ]リゲイトゥで「権限を委任にする、委譲する」です。
to the Games で「オリンピック大会に」です。
the Games はイニシャライズされているので固有名詞で「オリンピック大会」を意味します。
正式には the Olympic Games, the Olympics となります。
どちらにしても必ず複数形になるので注意しましょう。

due to ～ で「～のせいで、～のために」です。
China’s “ongoing genocide and crimes against humanity” で「中国の、今も続いている大量虐殺と人道に対する犯罪行為（のせいで）」です。
genocide ジェノサイドゥで「大量虐殺」です。政治的目的で民族や人種などを大量に殺害することを意味します。
他にも mass slaughter とも言えます。
crimes against humanity で「人道に対する犯罪行為」です。
humanity は「人類」という意味もありますが、ここでは「人間らしさ、人道、やさしさ、慈悲ごころ」です。
例：humane treatment「人道的な扱い」
in the northwestern Xinjiang region, で「中国の北西部の新疆地区での」です。

White House press secretary Jen Psaki で「ホワイトハウスの報道官ジェン・サキ氏」です。
press secretary で「（アメリカ大統領の）報道官」という意味になります。
press は「報道」、secretary で「秘書官」です。
told reporters last December. で「記者たちに伝えた、先の12月に」です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
