The metropolitan government is considering allowing same-sex couples to apply for municipal housing and allow them to give consent at a medical institution for surgery to be performed on their partner, for example, according to the officials.
で「都職員の話では例えば東京都は、同性カップルが都営住宅に申し込みができるようにすること、そして医療機関にてパートナーが手術を受けることに同意ができるようにすることを検討している。」という意味になります。

The metropolitan government is considering ～ で「東京都の政府は～を検討している」です。
the metropolitan government は前述の the Tokyo metropolitan government のことです。

何を検討しているかというと、
allowing same-sex couples to apply for municipal housing で「同性カップルが都営住宅に申し込みができるようにすること」です。
allow ～ to do で「～が…することを許す、～が…できるようにしてあげる」です。
same-sex couple で「同性カップル」です。
apply for municipal housing で「都営住宅に申し込む」です。
apply for ～ で「～に申請する、～に申し込みをする」です。
municipal は「地方公共団体の」という意味の形容詞で、ここでは「都営の」という意味になっています。
例：municipal pool「市営プール」

and「そして」
allow them to give consent で「彼らが同意ができるようにしてあげる」です。
先ほど同じ allow ～ to do の形です。
give consent は「同意をする、承諾する」です。
consent は「同意」という意味の名詞です。
at a medical institution で「医療機関にて」
何の同意かというと、
for surgery to be performed on their partner で「自分たちのパートナーに対して手術が行われる（同意）」です。
give consent to do ～「～することに同意する」の形で、to不定詞の意味上の主語 for surgery がくっついた形です。
perform surgery on ～ で「～に対して手術をする」という意味のコロケーションです。
例：operate on someone’s eyes「（人の）目の手術をする」
