アメリカ合衆国のジャーナリストであるボブ・シーファーの言葉です。

The government’s view is that the best time to announce bad news, news that it doesn’t want the public to dwell on is late on a Friday, when it will wind up in the Saturday papers, which if you were readers, then the week day editions. A holiday weekend is even better.

で「政府の考えはこうだ。都合の悪いニュース、つまり世間にあまり根掘り葉掘り論じてもらいたくない類のニュースを公表する一番のタイミングは金曜の夜遅くである。そのタイミングなら土曜日の新聞に載ることになり、その場合、読者が次に読むのは（日曜を飛ばして）平日版になるからだ。連休の週末ならなおいい。」という意味になります。

The government’s view is that ～ で「政府の考え方は～ということだ」です。
is の後を、that節の名詞節で受けて「は～ということだ」という意味になる形です。
view は「景色、眺望」などという意味以外にも「見方、考え方、意見、見解」という意味でも使われます。

(that) the best time to announce bad news, で「悪いニュースを公表する最高の時」です。
the best time to do ～ で「～するのに最高の時、最高のタイミング」です。

カンマで区切って挿入的に news を詳しく説明して、
, news (that) it doesn’t want the public to dwell on 「政府が世間にあまり長く考えてもらいたくないニュース」となります。
it は the government を指しています。
the public は「世間、国民」です。
dwell on ～ は「～についてくよくよ悩む」という意味から、「～を長々と論じる、～についてじっくり考える」という意味の句動詞です。
例：Let’s dwell on this for a moment.「この点について少し考えてみたいと思います。」
dwell は「住みつく、宿る」という意味の動詞です。
例：dweller「住民」

そのタイミングは、
(is) late on a Friday, で「金曜の夜遅く（である）」です。

when ～ で「その金曜の夜なら、～だ」と関係副詞 when でつなげて、
it will wind up in the Saturday papers, で「そのニュースは土曜の新聞に掲載されることになる」です。
主語の it は今度は the bad news を指してます。news は -s がついても単数扱いですね。
wind up in ～ で「最後には～に行きつく」という意味の句動詞です。
wind up は「締めくくる、終わらせる、終了する」という意味で、
糸・ねじ・ぜんまいなどを「最後まで巻き上げる」という意味から来ています。
例：wind up becoming a lawyer「結局弁護士になる」、wind up in jail「刑務所に流れ着く」

which if you were readers, then the week day editions.
この部分がかなりややこしくちょっと自信がないのですが、以下、自分なりの解釈です。
which (means that) if you were readers, (you would read) then the week day editions,
と省略されていると考えました。
「ということは、もしあなたが読者だったら次に読むのは平日版になることを意味する」です。
which は、直前の節全体を受けて「そのことは～」と訳せます。
which means (that) ～「そのことは～ということを意味する」
if you were readers,「もしあなたが新聞の読者だったら」
(you would read) then the week day editions, で「次に読むのは平日版になるだろう」です。
参考：一般に、イギリス、アメリカの日刊紙は月曜日から土曜日のウィークデーに発行されてる

つまり、日曜日を挟むことで、その悪いニュースを連日あれこれと書き立てられることを防げるということです。
