で「戦争について最もショッキングな事実とは、その被害者と殺し合いの道具となるものが個人の人間だということだ。そしてこれらの個々の人間たちは、醜悪な政治的な慣習によって、自分たちには関係のない争いの中で殺すか殺されるかを強要されるのだ。」という意味になります。

The most shocking fact about war is (that) ～ で「戦争についての最も衝撃的な事実は、～ということだ」です。
is の後で that節で受ける形です。

(that) its victims and its instruments are individual human beings, で「戦争の被害者と道具となるものは個人の人間である（ということ）」です。
its はどちらも戦争（war）を指して「戦争の被害者」「戦争の道具」です。
instrument は「道具、楽器、器具」などという意味から、「（遂行するための）手段、助けになるもの」です。
戦争の道具とはつまり「兵器、凶器」、比ゆ的に言えば「兵士」のことを指しています。

and (that) ～ で「また～ということである」です。

these individual beings are condemned で「これらの個々の人間たちは～することを余儀なくされる」です。
condemn は「～を非難する、～をとがめる」という意味でおなじみですが、
ここでは「（人に不快なことを長期間）強いる、強制する」という意味になります。
be condemned to ～ で「～することを余儀なくする、～することを無理強いする」です。
また condemned で「死刑宣告を受けた」という意味もあります。
例：condemned prisoner「死刑囚」、condemned to death by hanging「絞首刑の宣告を受ける」
by the monstrous conventions of politics で「醜悪な政治闘争の慣習によって」です。
convention は「しきたり、慣習」です。
例；according to conventions「慣習に従って」
(condemned) to murder or be murdered で「殺したり殺されたりを強制される」です。
先述の its victims (be murdered) と its instruments (murder) がそれぞれ対比になっていますね。
in quarrels not their own. で「自分たちのものではない争いの中で」です。
quarrel は「争い、口論、喧嘩、いざこざ」です。
quarrels not their own で「彼ら自身のものではない喧嘩」です。
not their own が quarrels を後置修飾しています。
quarrels (which are) not their own と補うとピンときますね。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
