In condemning the crisis in Ukraine で「ウクライナでの危機を非難する中で、」です。
condemn は昨日も出てきましたが、今回はおなじみの意味で「～を非難する、～を糾弾する」ですね。
without mentioning any names of countries で「どの国名にも触れずに」です。
つまり、ロシア・ウクライナなどの国名はあえて言及せずに、ということです。
IPC President Andrew Parsons said, で「IPCの会長アンドリュー・パーソンズ氏は（以下のように）言った。」です。

The 21st century is a time for dialogue and diplomacy, not war and hate. で「21世紀は対話と外交の時代であり、戦争と憎悪の時代ではない。」です。
time は、a time や times など可算名詞にすると「（区切られた）時代、時期」という意味になります。
(a time for) dialogue and diplomacy で「対話と外交（のための時代）」です。
not war and hate. で「戦争と憎悪ではなく」です。

The Olympic Truce for peace during the Olympic and Paralympic Games が主語で、
「オリンピック・パラリンピック期間中の平和のためのオリンピック休戦」です。
Olympic Truce で「オリンピック休戦」という意味になります。イニシャライズされているので固有名詞だと分かります。

そのオリンピック休戦は、
is a U.N. Resolution で「は、国連決議である」です。
adopted by ～「～によって採択された（国連決議）」
(by) consensus「総意によって」
(consensus by) 193 Member States で「193の加盟国（の総意）」です。
Member States もイニシャライズされているので固有名詞です。
国連加盟国という意味です。
at the 76th U.N. General Assembly. で「第76回の国連総会で」です。
assembly アセンブリーで「集会、会合」という意味の名詞ですね。

It must be respected and observed not violated, で「それは尊重され順守されなければならない、違反されるのではなく」です。
主語の it は Olympic Truce を指しています。
observe は「～を観測する」という意味以外に「～を順守する、（法律などを）守る」という意味もあります。
名詞形は observation で「順守」です。
violate は真逆の意味で「～に違反する、（約束などを）破棄する」です。
名詞形は violation で「違反、破棄、侵害」です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
