で「彼らを人種の違いのみで同年代・同能力の子供たちと引き離すことは、地域社会で自分たちの立ち位置に関しての劣等感を生み出す。それは彼らの心と頭に、後々取り返しがつかない形で影響を及ぼしかねない。」という意味になります。

長いですが、
To separate children from others of similar age and qualifications solely because of their race までが主語となっています。
to separate ～ from … で「～を…から引き離すこと」です。
children を other (children) of similar age and qualifications から引き離すです。
similar age and qualifications で「同じくらいの年代・同じくらいの資質」です。
qualification は「資格、資格証明」という意味から「能力、資質、条件」という意味になります。
例：enhance the qualifications and abilities of ～「～の資質能力を向上させる」

solely because of ～ で「～のためだけに、～だけの理由で」という意味のコロケーションです。
simply because of ～ や just because of ～ などのバリエーションも覚えておきましょう。
solely because of their race なので「彼らの人種という理由のみで」です。

切り離すことは、
generates a feeling of inferiority で「劣等感を生み出す」です。
generate a feeling of ～ で「～感を生む」です。
inferiority インフィアリ[オ]リティで「劣等、劣っていること」という意味の名詞です。
対義語は superiority スピァリ[オ]リティ「優越、優位性」です。
どんな劣等感かというと、
(a feeling of inferiority) as to their status in the community で「自分たちの地域社会での地位に関する（劣等感）」です。
as to ～ は「～について、～に関しての」という意味のコロケーションになります。
community は「（共通の趣味などの）コミュニティー」という意味でも使えますが、基本の意味は「住んでいる周りの地域社会、町」です。

a feeling of inferiority を先行詞として、that ～「（その劣等感は）～である」
may affect their hearts and minds で「彼らの心と考え方に影響を与えるかもしれない」です。
heart and mind で「心と頭、感情と理性」です。

in a way (that is) unlikely ever to be undone. で「後々おそらく取り返しがつかない形で」です。
文法的には that is が省略されていると考えるとしっくりきます。
in a way that ～ で「～な形で、～な方法で」という意味の言い回しです。
is unlikely to ～ で「～する可能性が低い、～することはまずない」という意味です。
ever は「今後、この先ずっと」という意味の副詞。
undo は「～を元に戻す、取り消す」ですので、be undone は「元に戻される、やり直す」です。
例：What’s done cannot be undone.「してしまったことは元に戻せない。覆水盆に返らず。」

それではまず文節に分けて日本語に訳し内容を理解して下さい。

子供たちを～から隔離することは

同じくらいの年齢・能力の他の子たちから
