It is altogether fitting and proper that we should do this. But, in a larger sense, we can not dedicate – we can not consecrate – we can not hallow – this ground. The brave men, living and dead, who struggled here, have consecrated it, far above our poor power to add or detract.

で「我々がこれを行うことは完全に適切でありふさわしいことである。しかし、もっと大きい意味合いにおいて、我々はこの地を捧げることも、奉献することも、神聖化することもできないのである。ここで奮闘した勇敢な者達、生きていようと死んでいようとも、その者達が、我々の足したり引いたりするちっぽけな力が及ばない次元で、既にこの地を神聖化しているからである。」という意味になります。

It is altogether fitting and proper that we should do this. で「我々がこれを行うことは完全に適切でありふさわしいことである」です。
It is ~ that … の形式主語の構文です。
altogether で「完全に」という意味の副詞です。
absolutely, totally, completely などとも言えます。
fitting and proper で「適切でふさわしい」です。
fitting proper も同じような意味の形容詞です。
we should do thisthis は前述された、この地を dedicate「奉献する(墓地として開所する」ことです。

But,「しかし」
in a larger sense,で「もっと広い意味では」

we can not dedicate「私たちは奉献できない」
we can not consecrate「私たちは神聖化できない」
we can not hallow「私たちは神聖化できない」
です。
dedicate, consecrate, hallow
ここでも同義語を並べる手法を使っています。
hallow ハロウはあまり見ない動詞ですが、Halloween の元になった単語です。
Hallows’ Eve「神聖なイヴ」がなまって Halloween になったそうです。
this ground で「この土地を」で、上の三つの動詞の目的語になっています。

なぜこの地を奉献できないのかというと、
The brave men, living and dead, who struggled here, が主語になって「勇敢な者達、生きているものも死んでいるものも、ここで戦った」です。
The brave men (who) struggled here に living and dead が挿入された形です。
have consecrated it, で「すでにそれを神聖化している(から)」です。
have consecrated と現在完了形で「もう~してしまっている」という意味です。
itthis ground を指しています。

far above our poor power to add or detract. で「私たちの貧弱な力をはるかに超えて、足したり引いたりする力」です。
far above ~ で「~をはるかに超えて」という意味のコロケーションです。
power to add or detract で「付け足したり差し引いたりする力」です。
このスピーチが戦没者墓地の開所式で行われていることを考えると、our poor power to add or detract は、墓地を作る工事やその落成式などの行為を指して言っていると考えられます。
自分たちの行為について謙遜して、兵士たちを立てているわけですね。

それではまず文節に分けて日本語に訳し内容を理解して下さい。

It is altogether fitting and proper
~することは全くふさわしく適切なことである

that we should do this.
我々がこれを行うことは

But, in a larger sense,
しかしもっと広い意味では

we can not dedicate –
我々は捧げることができない

we can not consecrate –
奉献できない

we can not hallow –
神聖化できない

this ground.
この土地を

The brave men, living and dead,
(なぜなら)勇敢な者達が、生存者・戦死者を問わず

who struggled here,
ここで戦った(者達)

have consecrated it,
この土地をすでに神聖化している(からだ)

far above
~をはるかに超えて

our poor power to add or detract.
我々の貧弱な足したり引いたりする力を

今度は「頭の中で」一行ずつ日本語に訳しながら…
