The leaders of the United States and the Association of Southeast Asian Nations までが主語です。
「アメリカとASEANのリーダーたち」です。
the United States で「アメリカ合衆国」
the Association of Southeast Asian Nations で ASEAN「東南アジア諸国連合」です。
ASEAN の発音は、アスィアン、またはアズィアンと発音する人もいるようです。
on Friday「金曜日に」

declared that ～ で「～と言明した」です。
declare はディク[レ]アで「宣言する」という意味ですが、ここでは「～とはっきりと述べる、と断言する」という意味になります。

何と言明したたというと、
(that) they will elevate their relationship to a “comprehensive strategic partnership” で「自分たちの関係を、包括的戦略パートナーシップに昇格させる（ことを）」です。
elevate ～ to … で「～を…に押し上げる、昇格させる」です。
comprehensive strategic partnership で「包括的戦略パートナーシップ」です。
later this year で「今年度中に」です。
この later ～ や earlier ～ は、ニュース記事などで頻出する表現ですが注意が必要です。

clout は「影響力、殴打」などという意味です。
例：have a lot of clout「強い影響力を持っている」
