The missteps began before the shooting, で「その失策は始まった、その発砲事件の前に」です。
misstep で「失敗、失策、つまずき、踏み誤り」です。
the shooting とは「その発砲（事件）」です。
the shooting incident とも言えます。

when ～ で「～の時に」
when 節内の主語は長いですが以下です。
a Uvalde Consolidated Independent School District police officer responding to a 911 call of a man with a gun on the school campus で「学校のキャンパスに銃を持った男がいるという911通報に対応したユバルデ統合独立学区警察の警官」です。
a Uvalde Consolidated Independent School District police officer で「ユバルデ統合独立学区警察の警官」となります。
アメリカの school district は、日本の「学区」よりもだいぶ強い自治権が認められていて、中にはキャンパス警察署を管轄するものもあるそうです。
independent school district で「独立学区」という意味です。郡や市から独立した学区のことです。
Uvalde Consolidated Independent School District で「ユバルデ統合独立教育学区」です。
Uvalde はテキサス州の郡の名前です。
(police officer) responding to a 911 call of ～ で「～についての911通報を受けて出動した（警官）」です。
responding ～ は police officer を後ろから修飾する現在分詞です。
この respond は「通報の電話を受ける」という意味ではなく「通報を受けて現場に駆け付ける」という意味になっていることに注意しましょう。
例：first responder「第一対応隊◆災害や事故による負傷者に対して、最初に対応する人（救助隊・救急隊・消防隊・警察など）」
(a 911 call of) a man with a gun on the school campus で「その学校のキャンパスで銃を持った男についての（911通報）」です。

その警官がどうしたかというと、
drove past the suspect で「その容疑者を車で通りすぎた」です。
drive past ～ で「～を車で通りすぎる」です。
past はここでは前置詞として使われています。
the suspect は「その容疑者」です。 a man with a gun と同一人物ですね。

who was “hunkered down” behind a car in the school parking lot, で「（その容疑者は）車の後ろに身をかがめていた状態だったので、学校の駐車場で」です。
who ～ は非制限の関係代名詞節で、the suspect が主語として先行詞となっています。
be hunkered down と受動態で「状態」の意味が強くなり「身をかがめた状態になっている」という意味合いです。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
