It was once said that the moral test of government is how that government treats those who are in the dawn of life, the children; those who are in the twilight of life, the elderly; and those who are in the shadows of life, the sick, the needy and the handicapped.
で「政府にモラルがあるかどうかの試金石は、その政府が以下の者たちをどのように扱うかにあると、かつては言ったものだ。その者たちとは、人生の始まりにある者たち、つまり子供たち、そして人生の衰退期にある者たち、つまり高齢者、そして人生の影にある者たち、つまり病人や貧しい人々、障害のある人々だ。」という意味になります。

It was once said (that) ～ で「かつて～だと言われた」という意味の言い回しです。
once は「一度」という意味もありますがここでは「かつて、以前」という意味です。

どのように言われたかというと、
(that) the moral test of government is how that government treats ～ で「政府のモラルの試験は、その政府が～をどのように扱うか」です。
the moral test で「モラルのテスト、道徳のテスト、道徳心があるかどうかの試金石」という意味合いです。
how that government treats ～ で「その政府が～をどう扱うか、～の処遇の仕方」です。

those who are in the dawn of life, the children; で「人生の始まりにいる者たち、つまりその国の子供たち」です。
those who ～ で「～する人々」という意味になります。この場合の those は those people という意味合いです。
in the dawn of life で「人生の夜明け、人生の暁時」です。
dawn ドーンで「あかつき、夜明け」です。つまり朝方という意味から「始まり」という意味です。
例：from dawn until dusk「明け方から日没まで」

those who are in the twilight of life, the elderly; 同じパターンで「人生の夕暮れ時にいる者たち、つまり高齢者たち」です。
twilight で「夕暮れ時、黄昏時」です。

and those who are in the shadows of life, the sick, the needy and the handicapped. で「そして、人生の陰にいる者たち、つまり、病人・貧困者・障碍者たち」です。
上記のように the + 形容詞 の形で「～な者たち」という意味が作れます。
例：the rich and the poor「金持ちと貧乏人」

それではまず文節に分けて日本語に訳し内容を理解して下さい。
