で「共に我々は結論に至りました。近代経済では、交通と商業を加速させるためには鉄道と高速道路が必要だと。そして、労働者を養成するためには学校と大学を必要だと。共に我々は気が付きました。自由市場は、競争とフェアプレーが確保されるようにルールが存在する時にのみ繁栄するものだと。」という意味になります。

Together, we determined (that) ～ で「共に、私達は～という結論に至った」という意味です。
determine は「決心する、決定する」という意味でおなじみですが、ここでは「～という結論に至る、～だと断定する」という意味合いです。

どういう結論に至ったかというと、
(that) a modern economy requires ～ で「近代経済は～を必要としている」
railroads and highways で「鉄道とハイウェイを」
to speed travel and commerce「移動と商業を加速させるために」です。
speed はここでは動詞として使われて「～を加速する」という意味です。
travel は「旅、旅行」という意味以外にも「移動、交通、人の行き来」という意味もあります。
また、
schools and colleges で「学校と大学を（必要としている）」
to train our workers.「私たちの労働者を養成するために」です。

Together, we discovered (that) ～ で「共に、私達は～だと分かった」です。
discover は「～を発見する」ですが、ここでは「～だということを見出す、知る」です。
(that) a free market only thrives when ～ で「自由市場は、～の時だけ繁栄する（～の時しか繁栄しない）」です。

(when) there are rules で「ルールがある時にだけ」
to ensure competition and fair play.「競争とフェアプレーを確実にする（ルール）」があるときだけ、です。
ensure ～ で「～を保証する、～を確かなものとする」という意味動詞です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。

近代経済は～を必要としていると

鉄道とハイウェイを
