Together, we resolved that a great nation must care for the vulnerable, and protect its people from life’s worst hazards and misfortune. Through it all, we have never relinquished our skepticism of central authority, nor have we succumbed to the fiction that all society’s ills can be cured through government alone.

Through it all, we have never relinquished our skepticism of central authority, nor have we succumbed to the fiction that all society’s ills can be cured through government alone.
で「我々は共に決議した。偉大なる国は弱い者たちの面倒を見なければならず、人生の最悪な危険や不幸からその国民を保護しなければならないということを。それと同時に、我々は中央権力への懐疑的な姿勢は崩さなったし、社会悪のすべてが政府のみの力で解決できるという作り話には屈しなかった。」という意味になります。

Together, we resolved (that) ～ で「共に、我々は～だと決議した」です。
resolve ～ は「決める、決定する」です。
前述の we determined that ～, we discovered that ～, と、同義語を立て続けに使う手法がまた出てきましたね。

何を決めたのかというと、
(that) a great nation must care for the vulnerable, で「偉大なる国は脆弱な者たちを世話しなければならない」です。c
care for ～ は「～の世話をする、介護する」という意味から「～が好きである、～が欲しい」という意味もあります。
the vulnerable で「脆弱な者たち」です。
the + 形容詞で「～な人々、～なものたち」という意味が作れます。
vulnerable [ヴァ]ゥネラボォは「弱い、脆弱な、攻撃を受けやすい、傷つきやすい」という意味の形容詞。
and「そして」
protect its people from life’s worst hazards and misfortune. で「その国民を、人生の最悪の危険と不幸から保護し（なければならない）」です。
protect ～ from … で「～を…から保護する」という意味のコロケーションです。

Through it all, で「その間ずっと、そうしながらも」です。

we have never relinquished our skepticism of central authority, で「我々は、決して放棄しなかった、懐疑的な姿勢を、中央権力についての」です。
relinquish ～ で「～を放棄する、～を断念する」
例：relinquish the project「その計画を断念する」
skepticism of ～ で「～についての疑念」です。
この場合の前置詞 of ～ は「～についての」という意味です。
例：be skeptical of the idea「その考えについては懐疑的である」

nor have we succumbed to ～ は nor に引っ張られて have が前に出てきた形（倒置）です。
or we have not ～ と同じ意味です。
have not succumbed to ～ で「（また）我々は～には屈しなかった」です。
何に屈しなかったかというと、
to the fiction that ～ で「～というフィクション（作り話）には」です。
この that は「～という」という意味の同格を表すthat節です。
どういう作り話かというと、
(that) all society’s ills can be cured through government alone. で「すべての社会悪は治癒できる、政府だけを通して」です。
society’s ill で「社会悪、社会の中の害悪」です。
can be cured「治癒できる、解決できる」
through government で「政府を通して、政府を使って」です。
この through は【手段】を意味して「～を使って、～の手段で」という意味です。
alone は副詞で「単体で、単独で、ひとりで」です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。

Together, we resolved that
我々は共に～だと決議した

a great nation must care for the vulnerable,
偉大な国は脆弱な者たちの面倒を見なければならないと

and protect its people
そしてその国民を～から保護し（なければならないと）

from life’s worst hazards and misfortune.
人生の最悪な危険と不幸から

Through it all,
そうしながらも

we have never relinquished
我々は決して放棄しなかった

our skepticism of central authority,
中央権力への懐疑的な姿勢を

nor have we succumbed to
また～には屈しなかった

the fiction that
～という作り話には
