The Tanzanian Ministry of Health で「タンザニアの保健省」です。
has dispatched a team of experts で「専門家のチームを派遣した」です。
dispatch は「～を派遣する、～を送り出す、発送する」という意味の動詞です。
例：bus dispatcher「発車係」
to Lindi region で「リンディ地方に」です。
region リージョンで「地域、地方」です。

to investigate the outbreak で「そのアウトブレイクを調査するために」
investigate インヴェスティゲイトゥで「～を調査する、～を捜査する」です。
例：police investigator「捜査官」
outbreak は「勃発、突然の発生」という意味の名詞です。ここではその原因不明の感染症の発生を指しています。
and take measures で「そして対策を取る（ために）」です。
take measures to ～ で「～するために対策をとる」です。
何をするための対策かというと、
to prevent further spread of the unknown illness, で「その未知の病気のさらなる拡大を阻止するため」です。
prevent で「～を阻止する」です。

such as ～ で「～のような、～などの」です。
直前の measures の具体例を出します。
～, ～, and ～ の列挙の型になっています。
conducting contact tracing で「接触者追跡を行うこと」です。
conduct ～ で「～を行う」、contact tracing は「接触者追跡」です。
また、
identifying people with similar symptoms で「同様の症状を持つ人を特定すること」です。
people with ～ で「～を持った人々」という意味になっています。
and「そして」
isolating them.「それらの人々を隔離すること」です。
