で「何らかの芸術形式の社会的意義が低下すればするほど、大衆による批判と享受の区別は明確になる。保守的なものは無批判に喜ばれ、本当に新しいものは嫌悪とともに批判されるのだ。」という意味になります。

The 比較級, the 比較級 の文型です。「～すればするほど、～する」という意味が作れます。
この文型ではよくbe動詞などが省略される場合がありますので注意しましょう。

the greater で「大きくなればなるほど」です。
何が大きくなれば、かというと、
the decrease in the social significance of an art form で「ある種の芸術形式の社会的意義の低下」です。
decrease はここでは名詞で「低下、減少」です。
アクセントが【名前動後】のパターン通りになって、
名詞の場合が [ディ]ークリース で、動詞の場合が ディク[リ]ースです。
social significance は「社会的意義」です。
an art form は「ある種の芸術形式」です。
芸術には、絵画・文芸・映画・音楽などいろいろある中でそのどれか、という意味ですね。

社会的意義の低下が大きくなればなるほど、
the sharper the distinction で「区別がくっきりする」です。
distinction は「区別、差異」です。
the sharper で「よりはっきりする」
sharp は「刃物などが鋭い」という意味以外にも「輪郭などがはっきりした、くっきりした」という意味もあります。
何の区別かというと、
(the distinction) between criticism and enjoyment by the public. で「大衆による批判と喜びの間の差異」です。

つまり、
The conventional is uncritically enjoyed, で「保守的なものが無批判に喜ばれ」
and「そして」
the truly new is criticized with aversion. で「本当に新しいものは嫌悪をもって批判される」です。
