で「その売却は、その受領国である台湾の車両、小型兵器、戦闘用武器システム、後方支援物資の維持に貢献することになる。そして現在と未来の脅威に対処する同国の能力を高める。と国防省下の局が記者会見で発表した。」という意味になります。

The sale「その販売、その売却」です。
記事の見出しにある通り「アメリカから台湾への1億800万ドル分の戦車の部品などの販売」を指しています。

will contribute to ～ で「～に貢献することになるだろう」です。
contribute to ～ で「～に貢献する」です。to の後は名詞が来ます。
何に貢献するかというと、
the sustainment of ～ で「～の維持」に貢献するです。
sustainment サス[テ]インメントゥは「維持」です。
動詞形は sustain サス[テ]インで「～を維持する、持続させる」です。
最近話題の sustainability サステイナ[ビ]リティ「持続可能性」も同じ由来ですね。

何の維持に貢献するかというと、
the recipient’s vehicles, ～ で「その受領国の車両、～」です。
the recipient は「その受取人」ですが、ここでは「台湾」を指しての言い換え表現となっています。

台湾の何かというと、
vehicles, small arms, combat weapon systems and logistical support items, で「車両、小型兵器、戦闘用武器システム、後方支援物資」です。
～, ～, and ～ の列挙の型ですね。

enhancing ～ 以降は分詞構文で「～を高めて」という意味です。
enhance its ability to do ～ で「台湾の～する能力を高める」です。
its は the recipient つまり Taiwan を指しています。
何をする能力を高めるかというと、
(ability to) meet current and future threats, で「現在の、そして未来の脅威に対処する（能力）」です。
threats とはもちろん中国（Mainland China）からの脅威のことです。

an agency under the Defense Department said in a press release. で「国防省下の局が記者会見で言った」です。
agency は「代理店、代理人、取次店」という意味もありますが、ここでは「（政府の）局」という意味です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
