干ばつによってドナウ川の水位が下がり、第二次大戦中に沈没したドイツ戦艦の船体が露になったというニュースです。

the Serbian government invited a contracted (a) private company で「セルビア政府は、～を招いた、契約した民間会社を」です。
a contracted (a) private company の (a) は typo（誤植）かと思います。
a contracted private company で「契約した民間会社」です。
for the salvage of some of the hulls で「その船体たちのいくつかを回収する作業のために」です。
salvage [サ]ルヴィジで「（難破船などの）引き上げ、回収」という意味の名詞です。
動詞では「～を引き上げる、回収する、救出する」という意味です。
記事によると20隻以上の沈没船が確認されているそうです。
hull は「船体」です。マストやエンジンなどを除いた船の構造体のみを指します。
記事中ではほかにも同じような意味の言葉で hulk「廃船（の船体）」も使われています。
and「また」
(for) removal of ammunition and explosives. で「弾薬と爆発物の除去（のために）」です。
ammunition は「弾薬、砲弾、銃弾」という意味の名詞。
explosives は「爆発物、火薬」です。

The operation cost officials an estimated $30 million, で「その作業は、～に負担をかけた、当局に、推定3000万ドルを」です。
動詞がどれかが分かりづらい文ですが、ここでは cost が動詞になっています。
cost は過去形・過去分詞形が変化しない特殊な動詞の仲間ですね。

cost ～ … の形で「～に…の負担をかける」という意味の言い回しです。
例：It cost me only ¥100.「それはたったの100円だった。」
officials で「当局」です。つまりセルビア政府のことですね。
an estimated $30 million で「推定で3000万ドル」です。
estimated エスティメイティドゥはここでは形容詞として「推定で、見積額で」という意味です。
