On the other hand, it is common for sake brewers to procure raw rice from other regions of Japan.
で「フランスのワインには、指定された葡萄の種類を使わないといけないなど、その製品が産地でどのように生産されるべきかを定める産地表示や地理的規制の表示システムがある。その一方で、日本酒の醸造業者たちは、日本の他の地域から生米を調達することが一般的である。」という意味になります。

French wine has a designation of origin で「フランスワインには～がある、産地表示が」です。
designation of origin で「産地表示、原産地名称」という意味の言い回しです。
例：protected designation of origin「原産地名称保護」
◆この名称が付いた地域名は、ある特定の地域独特の伝統的な方法で生産や加工などが行われ、なおかつそれらの全ての工程が完全にその地域内で行われていることが保証される。
or「もしくは」
regulatory geographical indication system で「規制的な地理的表示システム」です。
geographical indication で「（農産物などの）地理的表示」です。GIとも略されます。
◆農産物などに付けられる地域の名称で、それがその地域で生産や加工が行われたことを保証されているものを指す。

それらのシステムは、関係代名詞 that でつなげて、
that strictly stipulates ～ で「～を厳格に規定している」です。
何を規定しているかというと、
how the product is to be produced in a locale, で「その生産物がどのように生産されるべきかを、現地で」です。
be動詞＋ to do ～ の形で「～することになっている、～すべきで」という意味の言い回しです。
例：how funds are to be used「資金がどう使われるべきか」
locale ロウ[キャ]ォは「関連した場所、舞台、現場」という意味のフランス語由来の名詞。
その規定とは、例えば
such as ～ で「～などの」
having to use a designated variety of grapes. で「使わないといけないこと、指定された葡萄の種類を」です。

On the other hand,「一方で」
it is common で「～は一般的だ、普通だ」です。
it is common (for ～ ) to do … で「～が…することは普通だ」という意味の言い回し。
sake brewers で「酒の醸造者たち」です。
sake サケは「日本酒（japanese sake）」のことです。
to procure raw rice from other regions of Japan. で「生米を入手すること、日本の他の地域から」です。
procure プロ[キュ]アで「～を入手する、～を調達する」です。
名詞形は procurement「調達、入手」です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
