で「18歳から34歳の未婚の回答者4,086人のほとんどが、子供が欲しいとは思わない、もしくは一人だけでいい、と回答した。（何人子供が欲しいかについて）女性の平均値は2015年には2.02だったのが1.79まで低下し、男性の平均値は1.91から1.82に減少し、どちらも過去最低の記録となった。」という意味になります。

最初の文は、
Most of the 4,086 unmarried respondents aged between 18 and 34 までが主語になって「～の大部分が、4086人の回答者たち、18～34歳の間の」となります。
the 4,086 unmarried respondents で「4086人の未婚の回答者たち」です。
回答者というのは、記事中のThe National Institute of Population and Social Security Research「国立社会保障・人口問題研究所」が行った調査の回答者たちです。
unmarried は un- + married で「未婚の」です。single とも言えます。

either did not want children or ～ で「子供が欲しくないかまたは～かのどちらかだった」です。
either ～ or … で「～か…かのどちらか」という意味の言い回しです。
or「もしくは」
wanted only one child で「一人だけ子供が欲しい」です。

with the average for women falling ～ は「女性の平均値が～に下落するという状況で」という意味です。
with ～ …ing は withを伴った独立分詞構文で付帯状況を表します。

the average for women が意味上の主語で「女性の平均値」です。
何の平均値かというのは文脈から、将来欲しい子供の人数、だと分かります。
fall from ～ to … で「～から…に落ちる」という意味の言い回しです。
from 2.02 children in 2015 で「2015年の2.02人から」
to 1.79 で「1.79人に」落ちた、ということですね。

and「そして」
the average for men で「男性の平均値は」
declining from 1.91 to 1.82, で「1.91から1.82に減少した」です。
decline は先ほどの fall と同じ意味でパラフレーズしています。

さらに分詞構文を重ねて
both marking new lows. で「そのどちらも過去最低を記録した」という意味です。
make a new record で「記録を更新する、新記録をつくる」という意味の言い回しなので、ここでは
lows で low records を表していると考えればしっくりきますね。
例：hit new highs「過去最高値をたたき出す」、reach a new low「最低値に達する」
