We cannot cede to other nations the technology that will power new jobs and new industries, we must claim its promise. That’s how we will maintain our economic vitality and our national treasure — our forests and waterways, our crop lands and snow-capped peaks.

で「私たちは他の国々に譲ることはできません。新たな雇用機会や産業に力を与えるそのテクノロジー技術を。私たちはそのテクノロジーの成果を勝ち取らねばならないのです。そうやって私たちは、我が国の経済的な活況を、国の宝である森や川、耕作地や雪を頂く峰々を維持していくのです。」という意味になります。

We cannot cede to other nations the technology で「私たちは、譲ることができない、他の国々に、そのテクノロジーを」です。
cede ～ to … で「～を…に譲る」です。
cede スィードゥは「（権利や土地などを）譲渡する、割譲する、譲る」という意味の動詞です。
同じような意味で concede コンスィードゥもありますね。
ここでは目的語である the technology を後置して、to … を前に持ってきています。
理由としては目的語が the technology that … と続いて長くなるからです。
the technology「そのテクノロジー」とは、特定の the がついているとおり、前述されていた「気候変動」に対処するための、そして「持続可能なエネルギー」を開発するための技術・テクノロジーのことですね。

そのテクノロジーは、thatで後ろから説明が入り、
(the technology that) will power new jobs and new industries, で「（そのテクノロジーは）新しい仕事や新しい産業を元気づける」です
power は名詞では「力」ですが、ここでは動詞として「～に電力（動力）を供給する、～に力を与える、活気づける」という意味です。
つまり気候変動に対処するためのテクノロジー開発が新たな産業を生み出していく、ということです。

we must claim its promise. で「私たちはその成果物をしっかり獲得しなければならない。」です。
claim its promise の its は the technology を指しています。
claim は「当然の結果として～を得る権利を主張する」という意味です。
its promise は「そのテクノロジーが約束するもの、有望性」です。
promise は「約束」という意味以外にも「有望さ」という意味もあります。
例：student of great promise「非常に有望な学生」

That’s how we will maintain ～ で「そのようにして、私たちは～を維持していくのです」です。
That’s how ～ で「そうやって～するのだ、それこそが～する道だ」という意味の言い回し。
例：That’s how I won.「そんな風にして私は勝った。」
何を維持するのかというと、
our economic vitality で「私たちの経済的活力を」です。
and「そして」
our national treasure で「私たちの国の宝を」です。
国の宝とはつまり以下のような自然環境です。
— our forests and waterways, our crop lands and snow-capped peaks. で「我が国の森や河川、耕作地や冠雪の峰々を」です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
