で「彼女（キャロリーナ・ペレズ氏）は、同国の国定記念物評議会からの職員たちが現地でその山火事の被害状況を調査中で、チリ政府がその島の市長ペドロ・エドムンズ氏に支援を表明していると語った。」という意味になります。

She said (that) ～ で「彼女は～だと言った、語った」です。
she「彼女」は、チリの文化遺産事務次官の Carolina Perez さんのことを指してます。

that節に入り、
officials from the country’s National Monuments Council が主語で「同国の国定記念物評議会からの職員たち」です。
the country はチリを指しています。
officials は「職員、当局者たち」という意味の言い回しです。
are on the ground assessing ～ で「～が、現地で、～を査定している」です。
on the ground は「現地で、現場で」という意味のコロケーションで、ここでは副詞として are assessing の間に挿入されています。
assess は「～を評価する、査定する」という意味です。
assess damage で「損害を査定する」という意味です。
the damage from the fire で「その火事から受けた損害を」です。
the fire はイースター島での山火事（wildfire）のことですね。

and「そして」
the Chilean government is offering support to ～ で「チリ政府は、～に支援を行うと言っている」です。
offer ～ は「～をあげると言う、～を申し出る」という意味です。
誰に支援をするのかというと、
(to) the island’s mayor, Pedro Edmunds. で「その島の市長ペドロ・エドムンズ氏に」です。
the island はイースター島を指しています。
