元イギリスの首相であるマーガレット・サッチャーの言葉です。

If… many influential people have failed to understand, or have just forgotten, what we were up against in the Cold War and how we overcame it, they are not going to be capable of securing, let alone enlarging, the gains that liberty has made.

で「もし多くの影響力のある人たちが、あの冷戦の中で我々が何と戦っていたか、またそれをどのように乗り越えたかを正しく理解しなかったり、ただ単に忘れてしまうようなことがあれば、彼らには、自由が獲得したその利益をさらに大きなものにすることはもちろん、しっかり手に入れることはできないだろう。」という意味になります。

If… many influential people で「もし多くの影響力をもつ著名な人たちが（～するなら）」です。
influential people とは、つまり政治家や歴史研究家などのことでしょう。
have failed to understand, or have just forgotten で「（～を）理解しそこなったり、単に忘れてしまう（なら）」
fail to do ～ で「～をしそこなう、（怠慢で）～をしない」です。
何をしない、または忘れるのかというと、
what we were up against in the Cold War で「私たちが立ち向かっていたもの、あの冷戦の中で」です。
what we were up against までで一つの名詞句となっています。
be up against ～ で「～に立ち向かう、～と対峙する、～と対戦する」という意味の言い回しです。
were と過去形になっているので冷戦後にそれを振り返っている状況です。
and「また」
how we overcame it で「私たちがそれをどのように乗り越えたか」です。
it は先ほどの what we were up against「私たちが対峙していたもの」を受けています。

もし上記だったら（If ～）、
they are not going to be capable of ～ing で「彼らは～する能力がないことになるだろう」です。
they は many influential people を指しています。
be capable of ～ing で「～する能力がある、～することができる」という意味のコロケーション。
be able to do ～ とも言えます。
(capable of) securing ～ で「～をしっかり確保する（ことができる）」です。
secure は「～を確保する、確かなものにする」という意味の動詞。
例：secure the best seat「一番いい席を確保する」
let alone enlarging ～ で「ましてや～をさらに大きくするなんて（もっとない）」です。
let alone ～ で「ましてや～なんて（さらにない）」という意味の言い回しです。
否定的な文脈で使われます。
例：I can’t skate, let alone ski.「スケートはできません。ましてやスキーなんてもっとできないです。」
何を確保できないのか、ましてや拡大させることができないのかというと、
the gains (that) liberty has made. で「利益を、自由が達成した（利益を）」です。
the gains で「その利益」
関係代名詞の that で後ろから説明が入り、
(that) liberty has made で「自由が獲得した（その利益）」となっています。
make gains や make a gain で「利益を出す、成果を出す、進歩する」という意味の言い回しです。
gain はここでは「取り分、獲得したもの」という意味の名詞です。
例：make major gains「大躍進する、大幅な利益を上げる」

それではまず文節に分けて日本語に訳し内容を理解して下さい。

～を理解しそこなったり

or have just forgotten,
単に忘れてしまったりするなら

私たちが立ち向かっていたものを
