で「主要な評価基準は、この７カ月間、かわらずに日銀の2パーセントという目標値を上回ったままである。日銀総裁の黒田東彦氏は、最近のインフレ（強い内需や賃金上昇が原因ではない）は長くは続かないので直近での金融政策の変更は必要ないという考え方をしてはいるが。」という意味になります。

The key gauge has remained above ～ で「主要な評価基準は、～の上のままである」です。
the key gauge は「主要な測定基準」です。
key はここでは形容詞で「キーとなる、主要な」
gauge ゲイジ（※発音注意）は「測定基準」です。
記事を読むと core CPI（consumer price index）「コア消費者物価指数」のことを言っているようです。
remain リメインは「～のままである」
above ～ で「～の上に、～を超えて」です。
above the BOJ’s 2 percent target で「～を上回って、日銀の２パーセントの目標を」です。
the BOJ は the Bank Of Japan の略です。
target は「目標、目標値」
for the past seven months, で「過去７カ月間」

even as ～ で「～ではあるが」と逆説的な意味の接続詞。
Governor Haruhiko Kuroda「日銀総裁の黒田東彦氏」です。
has taken the view that ～ で「～という見方をしている」です。
take the view that ～ で「～という見方をしている、～という考え方をとっている」です。
どんな考え方かというと、
(that) the recent inflation, ～ で「最近のインフレは～」が主語です。
主語を補足的に説明した節がカンマ（,）で挿入されていますが、一旦置いておきます。
will not be sustained で「（最近のインフレは）長くは続かないだろう」
sustain は「～を持続させる、長続きさせる」という意味の動詞です。
and therefore「それゆえに」
does not require ～ で「～を必要とはしない」
an immediate change in monetary policy. で「今すぐの変更、金融政策での」です。

先ほどの、挿入句に戻ると、
そのインフレ（the recent inflation）というのは、
, not driven by strong domestic demand and wage growth, で「強い国内需要と賃金の伸びによって駆られたものではない」です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
