The key is that ～ で「重要なことは～ということだ」です。
key は「鍵」ですがここでは「重要なこと」です。
どんなことかというと、that節に入って、
(that) the person at the back of the line who can see everyone else’s hats までが主語になって「列の一番後ろの人、他の全ての人の帽子を見ることができる（その人）」です。
the person at the back of the line で「列の後ろの人」です。
その一番後ろの人は、
can use the words “black” or “white” で「白と黒という（二つの）言葉を使うことができる」です。
to communicate some coded information. で「～を伝えるために、ある暗号化された情報を（伝えるために）」です。
communicate は「～を伝える、伝達する」です。
some coded information で「ある暗号化された情報」
code は「～を暗号化する、符号化する」という意味の動詞です。「プログラミングする」という意味でもよく使われます。
例：coded language「遠回しな物言い、暗号化された言い回し」

So ～「では」
what meaning can be assigned to those words で「どんな意味が割り当てられるでしょうか？ それらの言葉に」です。
assign ～ to … で「…に～を割り当てる」です。
those words は black or white の二つの言葉を指します。
that will allow everyone else to deduce their hat colors? で「（その割り当てられた意味は）他の全員に推測できるようにする、自分たちの帽子の色を」です。
関係代名詞 that の先行詞は what meaning です。白と黒という言葉に割り当てられた「暗号化された意味」です。
allow ～ to do … で「～が…できるようにする」です。
deduce ディ[デュ]ースは「～を推測する」
名詞形は deduction ディ[ダ]クション「推測、推論、演繹」
