The resignation of Kentaro Sonoura で「薗浦健太郎氏の辞任」です。
resignation レズィグ[ネ]イションで「辞任、退職」です。
動詞形は resign リ[ザ]イン「辞任する、辞職する」
would deal a fresh blow to ～ で「～への新たな打撃になるだろう」です。
deal a blow で「打撃を与える」という意味の言い回しです。
deal は「取引する」という意味以外に、このように「（報償や罰などを人に）与える、加える」という意味があります。
例：deal him a double punch「彼にダブルパンチを与える」
to ～「～に」
Prime Minister Fumio Kishida, the president of the LDP, で「総理大臣である岸田文雄氏（自民党総裁でもある）」です。
the LDP は「自民党（＝Liberal Democratic Party）」です。

after ～ は「～した後で」という意味の接続詞ですが、今回のように【理由】の意味で使われることも多いです。
ここでは「～したので、～した後なので」という意味になっています。
after の節の中に入り、
three Cabinet members, all of whom are also party lawmakers, までが主語になります。
意味は「３人の党員（そのすべてが同様に党議員）」
all of whom の whom は three Cabinet members を受けて「（その三人の党員）の全員」となります。

were effectively sacked で「事実上、解雇になった」です。
be sacked または get sacked, get the sack で「解雇になる、お払い箱になる」です。
sack は名詞では、ジャガイモなどの農作物を入れておく「ずた袋」ですので、動詞では「ずた袋に入れる」となります。
ずた袋に仕事道具をまとめて、それを背負って追い出されるように去っていくイメージです。
