Let’s see how it would play out if the hats were distributed like this. The tallest captive sees three black hats in front of him, so he says “black,” telling everyone else he sees an odd number of black hats.

Let’s see how it would play out if the hats were distributed like this. The tallest captive sees three black hats in front of him, so he says “black,” telling everyone else he sees an odd number of black hats.
で「では、もし以下のように帽子が配られたらどう展開するか見てみましょう。一番背の高い囚人は自分の前に、3つの黒い帽子を目にします。そうすると彼は『黒』と言います。つまり自分は黒い帽子が奇数個あるのを見たと他の全員に伝えるわけです。」という意味になります。

Let’s see how は「（～かどうか）見てみましょう」という意味の言い回しです。
it would play out で「それがどんなふうに展開するか」です。
play out で「（物事が）展開する」という意味の句動詞です。
例：Could the scenario play out that smoothly?「そんなにスムーズに事が運ぶものでしょうか？」
if the hats were distributed like this. で「もし、それらの帽子が配られたら、こんな風に」です。

どんな風にかというと、以下に続いて、
The tallest captive sees three black hats in front of him, で「一番背の高い囚人が～を見る、3つの黒い帽子を、自分の目の前に」です。
the tallest captive で「一番背の高い囚人」です。
captive で「囚人」という意味の名詞になります。
sees three black hats で「3つの黒い帽子を目にする」
so he says “black,” で「だから、彼は言う、『黒』と」

telling ～ は分詞構文で「～と伝えて、～と伝達して」です。
telling everyone else (that) ～ で「他のみんなに～だと伝えて」です。
he sees an odd number of black hats. で「彼は見たと、黒い帽子が奇数個あるのを」です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
