で「我々の道のりは未完のままである。デトロイトの街から、アパラチア山地、ニュータウン市のあの静かな通りまでの、我々のすべての子供たちが、大事にされていると、常に危害を受けないでいられると感じられるまでは。」という意味になります。

Our journey is not complete until ～「～するまでは我々の道のりは未完のままである。」のリフレイン（反復法）が続きます。
untilの節に入って、
all our children, from the streets of Detroit to the hills of Appalachia, to the quiet lanes of Newtown, までが主語になっています。
「我が国の全ての子供たち、デトロイトの街からアパラチア山地、ニュータウン市のあの静かな通りまでの」です。
from ～ to … で「～から…まで」という意味の言い回しですが、ここではさらにもう一つ to を追加して、
from ～ to … to —「～から…、さらには–まで」という意味になります。

the streets of Detroit「デトロイトのストリート（通り）」
the hills of Appalachia「アパラチア地方の丘陵部」
は、どちらもアメリカの貧困地帯です。
デトロイトは、工業で栄えたのちに衰退したいわゆるラストベルト（Rust belt＝さびついた工業地帯）に位置します。
工場閉鎖にともなって失業者が増加しました。
デトロイト市内の人口は8割を黒人が占めると言われています。つまりここでは黒人貧困層の象徴として言及しています。
アパラチア地方は、一時、石炭採掘で栄えましたがその後衰退して貧困地域として認知されています。ここではヒルビリー・白人の貧困層（プアホワイト）の象徴として言及しています。

the quiet lanes of Newtown は
2012年の小学校での大規模銃乱射事件の発生場所であるコネティカット州のニュータウンのことです。
この事件では、子供20人・大人6人が死亡しています。
貧困問題に紛れさせて、さりげなく銃規制についても言及しているわけですね。

それらの子供たちが、
know that ～ で「～だと知る、～だと分かる」です。
この場合の know は「間違いないと考える、確信している、きっとそうだと思う」という意味で訳せます。
they are cared for で「自分たちが大事に思われている」と、
and「また」
(they are) cherished「大事に扱われていると」です。
and「また」
(they are) always safe from harm. で「いつも被害から守られて安全であると」です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。

我が国のすべての子供たち

デトロイトの市内から
