で「プーチンはツィルコンを、1000キロ以上の範囲の中で音速の9倍の速さで飛行することによって、どんな既存のミサイル防衛をも通り抜ける能力のある強力な兵器である称賛した。」という意味になります。

Putin has hailed Zircon as ～ で「プーチン大統領はツィルコンを～として称賛した」です。
hail [ヘ]イォ「～を称賛する、たたえる、歓呼して迎える」という意味の動詞です。
hail ～ as … で「～を…としてたたえる」です。
例：hail the winner「勝者を称える」
ちなみに名詞では「（気象の）あられ、ひょう」という意味です。
また「ハイル・ヒトラー！（ヒトラー万歳！）」という掛け声を映画などでよく見ますが、ドイツ語 heil（ハイル）は、この英語の hail と語源が同じようです。

potent ポウテントゥで「勢いのある、強力な」という意味の形容詞。
対義語は impotent「勢いがない、男性不能の」です。
capable of ～ing で「～する能力がある」という意味の形容詞句。
