で「賢者にしか、どこで宿命が終わり自由が始まるかはわからない。その一方で、人は、自分の明確な理解に従って、自分の最善を尽くし続けなければならない。溺れ死にそうな人が空気を欲するように自由を欲しなければならない。心から望む心なくしては、神は見つからないだろう。」という意味になります。

Only the wise know ～ で「賢い者だけが～を知っている」です。
the wise で「賢い者たち」という意味です。
the ＋ 形容詞で「～な者たち」という意味の集合名詞が作れます。
例：the rich「金持ちの人々」
ここでは the wise people と同じ意味で複数になっています。
just where ～ で「（正確に）どこで～するかを」です。
predestination ends で「（どこで）宿命が終わるか」
and「また」
free will begins. で「（どこで）自由が始まるか」です。

Meanwhile,「その一方で」
you must keep on doing your best で「あなたは（人は）自分の最善を尽くし続けなければならない」です。
you は「あなた」としても、総称人称で「人は」としてもOKでしょう。
according to ～ で「～に従って」
your own clearest understanding.「自分自身の明確な理解（に従って）」です。
according to ～ は「～によると」という意味以外に、今回のように「～に従って、～に準じて」という意味でも使われます。

You must long for freedom で「あなた（人は）自由を強く求めなければならない」です。
long for ～ で「～を熱望する、欲する」
ここでの long は動詞になります。
as the drowning man longs for air. で「～と同じように、溺れ死にそうな人が空気を求めるのと」です。
drown ドゥラウンで「溺れ死ぬ」です。
drowning と進行形にすると「今にも溺れ死にそうな、溺れて死にかけている」という意味が作れます。
dying で「死にかけている、瀕死の」という意味になるのと同じですね。
Without sincere longing, で「心からの望むことなしに」
you will never find God. で「絶対に神を見つけることはない」です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
