で「今日、妻はまだ私に怒っている。11年が経っても。私が、息子に妻の姓をつけることを許さなかったことを。くそっ！その姓は君の元夫のじゃないか。それを元に戻さなかったんじゃないか。自分の子に妻の元夫の姓をつけさせることをどうやったら受け入れられるっていうだ！ F*ck my life!」という意味になります。

my wife is still angry with me, で「私の妻は、まだ私に怒っている」です。
be angry with ～ で「～に怒っている、腹を立てている」です。
11 years later, は挿入的に「11年後に、11年たっても」です。
for ～ で「～のことで」です。
この for ～ は罪や理由などを意味する前置詞ですね。
例：blame ～ for …「～を…のことで責める」
何のことで起こっているのかというと、
(for) not allowing her to give our son her surname. で「（私が）許さなかったことを、彼女が、私たちの息子に彼女の姓を与えることを」です。
give a name で「名づける、名前を付ける」という意味の言い回しです。
surname は「姓、名字」です。family name, last name とも言います。

Damn you, は「ちくしょう！、くそ！」という意味の罵り言葉（curse）です。
your surname is your ex-husband’s name. で「きみの名字は元夫の名前じゃないか！」です。
ex-husband で「元夫」
ex- で「元～、かつての～」という意味が作れます。
You never changed it back. で「君はそれを戻さなかった」です。
change ～ back で「～を元の状態に変える」です。
つまり妻は元夫と離婚した後もその姓を使い続けていたということですね。

How on Earth is it acceptable ～ で「いったい（～が…することが）どうしたら受け入れられるというのか？」です。
on Earth は疑問詞（what, how, why など）の後によく使われる強調表現「一体全体（～なんだ？）」です。
他にも、What the fuck ～, How the hell ～, Why in the world ～ ? などのバリエーションがあります。
この強調表現を一旦消すと、元の形は、How is it acceptable for ～ to do … ? です。
it は仮主語なので、 for ～ to do …「～が…すること」が実際の主語になります。
for my child で「うちの子が」
to carry your ex’s surname. で「君の元夫の姓を持つことを」です。
carry a name で「名前を使う、名乗る、名を受け継ぐ」という意味のコロケーションです。

それではまず文節に分けて日本語に訳し内容を理解して下さい。

妻がまだ私に怒っている

11 years later,
もう11年もたっているのに

for
～のことを

not allowing her
妻が～することを許さなかったことを
