第2期 オバマ大統領の就任演説（2013年）です。

It does not mean we all define liberty in exactly the same way or follow the same precise path to happiness. Progress does not compel us to settle centuries-long debates about the role of government for all time, but it does require us to act in our time.

It does not mean we all define liberty in exactly the same way or follow the same precise path to happiness. Progress does not compel us to settle centuries-long debates about the role of government for all time, but it does require us to act in our time.
で「それは、我々全員が、自由というものを完全に同じように定義し、幸せに行きつく全く同じ道を辿ることを意味しているわけではないのです。進歩は、（必ずしも）数世紀にもわたって議論されてきた政府の役割について、永遠に決着をつけなければならないということではなく、それは（ただ）我々に、今行動を起こすことを求めているのです。」という意味になります。

It does not mean (that) ～ で「それは～ということを意味してはいない」です。
we all define liberty in exactly the same way で「我々全員が、自由を定義する（ことを）、完全に同じように」です。
つまり人それぞれによって自由にもいろいろある、ということですね。
in the same way で「同じように」で、それに副詞 exactly が入ってます。
他にも in the exact same way という言い方もありますね。
or ～「または」
follow the same precise path to happiness. で「全く同じ道をたどること、幸せへの（道を）」です。
これもつまり、幸せにも人それぞれいろいろあるよということですね。

Progress does not compel us で「進歩は我々に（～することを）強制しない」です。
compel ～ to do … で「～に…することを強制する」です。
何を強制しないかというと、
to settle centuries-long debates で「数世紀にわたる議論に決着をつけることを（強制しない）」です。
何についての議論かというと、
about the role of government で「政府の役割についての（議論）」です。
for all time, で「永遠に」という意味のイディオムです。for good とも言えますね。

but ～「そうではなくて～」
it does require us to act in our time. で「それは我々に～することを求める、行動することを、この時代に」です。
it は progress を指しています。
require ～ to do … で「～に…することを求める」です。
ここでの act は「行動を起こす、役割を果たす」ということですかね。
in our time は「自分たちの時代に、今の時代に、この世代で」です。
この in our time は、先ほどの for all time とrhyme して（韻を踏んで）います。

それではまず文節に分けて日本語に訳し内容を理解して下さい。

It does not mean
それは～ということではない

we all
我々全員が

define liberty
自由というものを定義すること

in exactly the same way
全く同じように

or follow
または～を辿るということ

the same precise path to happiness.
幸せへの全く同じ道筋を

Progress does not compel us
進歩というものは我々に～することを強制するものではない

to settle centuries-long debates
数世紀にわたる議論に決着をつけることを

about the role of government
政府の役割について

for all time,
永遠に

but
ではなく

it does require us
それは我々に～することを求めるものだ

to act
役割を果たす

in our time.
