Margarette Lumauag, president of the Palawan chapter, が主語で「マーガレット・ルマワグさん、パラワン支部の代表」です。
president は「大統領」という意味もありますが、ここでは「代表、会長、理事長」と言った意味で使われています。
the Palawan chapter で「パラワン支部」です。
chapter は「（本などの）章」でおなじみですが、今回のように「（社交クラブなどの）支部」という意味もあります。

said (that) ～ で「～と言った」です。
that節に入って、
anti-Japanese sentiment on the island, where war atrocities were committed, が主語です。
「その島における反日感情（その島では戦争での残虐行為が行われた）」です。
the island「その島」とは、Palawan「パラワン島」を指しています。
where ～ 以降は、the island を先行詞とした関係副詞節。「（そこでは）～だった」という意味になります。
war atrocities で「戦時下での数々の残虐行為」です。
atrocity は「残虐さ、残虐行為」という意味の名詞。
形容詞形は atrocious アトゥ[ロ]ウシャス「残虐な、残忍な」
そのような反日感情が
ran deep で「根深かった」です。
run deep は直訳すると「深く流れる」ですが、「（感情や遺恨などが）根深い」という意味になります。
even after ～ で「～の後でさえも」
even after the war ended で「その戦争が終わった後でさえ」

, forcing ～ 以降は、分詞構文で「（そのことは）～に強制した」という意味になります。
, which has forced ～ と同じ意味ですね。
force Nikkeijin to hide their Japanese ancestry. で「日系人たちが自分たちの日本の家系を隠すことを余儀なくさせてきた」です。
their Japanese ancestry で「日本の家系、日本人という出自」です。

But ～「しかし～」
the latest light project could turn things around で「つい最近の照明プロジェクトが事態を好転させるかもしれない」です。
the latest light project とは、記事にある通り、日系人会が村にソーラー発電の照明をプレゼントするというプロジェクトを指しています。
latest [レ]イティストゥは「直近の、つい最近の」です。形容詞 late「最近の」の最上級ですね。
turn things around で「物事を反転させる、事態を好転させる」という意味のイディオムです。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
