When you come from desperate poverty, で「もしあなたが極貧の出身なら」です。
come from ～ で「～出身である、～の生まれである」です。
desperate poverty で「極貧」
poverty で「貧乏」という意味の名詞で、
desperate [デ]スパリトゥで「絶望的な、必死の」という意味の形容詞です。

, and that’s exactly what I come from, は挿入的に「また、それはまさに僕の生まれがそうである」です。
what I come from で「私が由来するもの」です。つまり「私の生まれ、出自」です。
自分の出身がまさに desperate poverty であるということです。

you know that ～ で「あなたは～だということを知っている」
つまり「お分かりの通り～、知っての通り」という意味あいです。
(that) nonsenses are not to be tolerated. で「ナンセンスは許容されない」です。
nonsense は「ばかばかしさ、愚かさ、くだらないこと、無意味なこと」という意味です。
例：nonsense literature「ナンセンス文学」
ここではつまりアナーキーで非常識なことを敢えてやることを言っているのだと思います。
are not to be tolerated で「許容されるものではない」です。
tolerate [ト]レレイトゥ「容認する、受け入れる」

I’m not sure ～「～かは定かではない、～はよくわからない」
who gains from chaos, で「カオスから誰が得をするか（はわからない）」です。
gain from ～ で「～で利益を得る、～で得をする」です。
chaos は「カオス、混沌」です。先ほどの nonsense のことですね。

but I know ～「（～かはわからないが）～は知っている」
it’s not the poor folks in the council flats. で「それが公営アパートに住む貧しい人々ではない（ことは知っている）」です。
poor folks で「貧しい人々」
folks は people とほぼ同じ意味です。
例：folks in Japan「日本人」
council flats は「（イギリスでの）公営アパート」を意味します。
アパートやマンション（の一区画）は、イギリスでは flat、アメリカでは apartment といいます。

The politics of vindictiveness で「復讐という政治的手段」です。
politics は「政治」という意味もありますがここでは「政治的手段」という意味なります。
vindictiveness は「執念深さ」という意味です。
形容詞形は vindictive「報復的な、復讐の」です。
is never, ever anything like a solution. で「～は絶対に解決方法にはならない」です。
never, ever ～ で「絶対に～ない」という意味の言い回し。
never ～ をさらに強調した言い方です。
not anything like ～ で「全然～ではない」という意味になります。
nothing like ～ と同じ意味ですね。

それではまず文節に分けて日本語に訳し内容を理解して下さい。

極貧生活の生まれだったら

and that’s exactly what I come from,
まさに僕がそういう生まれだけど

you know that
当たり前だけど～

nonsenses are not to be tolerated.
ナンセンスなことは許容されるべきではない
