The report also found (that) ～ で「その報告書はまた～ということも発見した」です。
the report とは、記事中で前述されている米国の the Centers for Disease Control and Prevention（疾病対策予防センターCDC）の国立健康統計センター（NCHS）によって公開された報告書のことです。
何を発見した（わかった）かというと、
the fertility rate for women in the U.S. rose で「アメリカの女性の出生率が上昇した」です。
fertility rate で「出生率、出産率」です。
fertility の形容詞形は fertile [ファ]ータォ「（土地などが）肥沃な」です。
rose by 1% で「1％分上昇した」です。
rose は rise の過去形。時制変化は rise-rose-risen ですね。
この by は「数値などが～分、～を単位として、～ずつ」という意味の前置詞です。
例：increased by 20 percent「20パーセント増加した」
from 2020 to 2021, で「2020年から2021年までに」

sitting at 56.3 births per 1,000 women で「女性1000人につき56.3の出産となって」です。
sitting ～ は分詞構文になって「～して、～する状況で」という意味合いです。
sit は「座る」でおなじみですが、ここでは「～に位置する」という意味合いです。
例：sit at a historic low of ～%「史上最低の～％である」
per ～ は「～につき」です。
women who are of reproductive age. で「女性たち、再生産年齢の」です。
reproductive age は「出産年齢、再生産年齢」という意味で、女性が妊娠・出産できる年齢期間のことです。

It’s also the first increase since 2014 で「それはまた、初めての増加である、2014年以降で」です。
after ～ で始まる節は「～した後で」という意味ですが、ここでは「その前には～だった」と訳した方がしっくりきますね。
(after) the rate declined from(by) 4% from 2019 to 2020 で「出生率が減少した、4％分、2019～2020年までに」です。
the rate「その率」は前述の the fertility rate を指しています。
元記事では declined from 4% となっていますが、おそらく誤植で、正しくは declined by 4%「4％減少した」です。
from 2019 to 2020「2019年から2020年にかけて」
and「また」
by 2% per year on average from 2014 to 2019. で「また2％（減少した）、年平均で、2014年から2019年にかけて」となります。
