で「フィリピンは、日本全国で発生した一連の強盗事件の背後にいると見られている容疑者4人全員の一斉本国送還を検討している。東南アジア諸国司法大臣が火曜日に発表した。月曜までに『問題の解決』を望むと表明して。」という意味になります。

The Philippines is considering ～ing で「フィリピンは～することを検討している」です。
the Philippines で「フィリピン（国名）」です。
複数形にはなっていますが単数で扱ってOKです。

何を検討しているかというと、
(consider) deporting all four suspects で「容疑者4人全員を国外退去させることを」
deport ～ で「～を国外追放する、国から退去させる」です。
ここでは、日本への「本国送還」という意味合いですね。
その4人の容疑者とは、
believed to be behind ～ で「～の背後にいると信じられている」です。
何の背後にいるのかというと、
a string of robberies across Japan で「日本全国で（発生した）一連の強盗事件」です。
a string of ～ で「一連の～、相次ぐ～」という意味のコロケーションです。
at the same time は「同時に、一斉に」と意味の副詞句です。
ここでは、 deporting にかかっています。「4人を一斉に本国送還する」

the Southeast Asian country’s justice minister で「東南アジア諸国司法大臣」です。
フィリピン行政内の役職名のようです。

the Southeast Asian country’s justice minister で「その東南アジアの国の司法大臣」です。
the Southeast Asian country「その東南アジアの国」はフィリピンのことですね。

said Tuesday, で「火曜日に、（上記のことを）発表した」です。

expressing hope to “solve the problem” by Monday. で「～を表明して、『問題の解決』を望むことを、月曜までに」
expressing ～ 以降は、分詞構文で「～しつつ、～しながら」という意味です。
express hope to do ～ で「～することを望んでいると表明する」

それではまず文節に分けて日本語に訳し内容を理解して下さい。
