The sea does not belong to despots. Upon its surface men can still exercise unjust laws, fight, tear one another to pieces, and be carried away with terrestrial horrors. But at thirty feet below its level, their reign ceases, their influence is quenched, and their power disappears.

で「海はいかなる絶対的な専制君主にも属していない。その水面においてなら、人間はそれでも不正な法を行使し、戦争を行い、互いにボロボロに引き裂きあい、陸上でのさまざまな恐怖に我を忘れることもできる。だがその海面の30フィート下では、彼らの支配はやみ、彼らの影響力は消え去り、彼らの権力は消滅する。」という意味になります。

The sea does not belong to despots. で「海は、属していない、専制君主に」です。
belong to ～ で「～に属している、～の所有物である」という意味の句動詞です。
despot [デ]スポットゥ で「専制君主、独裁者」です。
つまり、海に専制的な支配者はいない、ということです。

Upon its surface で「海の表面上では、海面上では」です。
its surface の its は the sea を指しています。
surface [サ]ーフィスで「表面、水面」です。
men can still exercise unjust laws で「人間は、とは言え、不正な法を行使できる」です。
unjust law で「不当な法律、悪法」です。
(can) fight, で「戦うことができる」
tear one another to pieces, で「互いにズタボロに引き裂き合える」
tear はここでは動詞で「引き裂く」です。
tear ～ to pieces で「～をずたずたに引き裂く」という意味の言い回しです。
and be carried away with terrestrial horrors で「または、陸上の恐怖に我を忘れる（こともできる）」
be carried away with ～ で「～に心を奪われる、夢中になる」という意味のイディオムです。

But ～「しかし」
at thirty feet below its level, で「30フィート下では、その水面の」です。
its level は先ほどの its surface と同じで「海面」のことです。
level には海水面、水平面、水位といった意味があります。
例：sea level altitude「海抜」、under the ground level「地面の下」

their reign ceases, で「彼らの支配は止み」です。
their は men「人間たち」を指しています。
reign レインで「支配、治世」という意味の名詞。
例：Queen Victoria’s reign「ビクトリア女王の治世」

their influence is quenched, で「彼らの影響力は消え去り」です。
quench クウェンチは「火や灯りを消す、熱を冷ます、渇きをいやす」という意味の動詞です。
熱した鉄を一気に水に入れて冷ますイメージですね。

and their power disappears. で「彼らの権力は消滅する」です。
their power で「人間の権力」です。
disappear で「姿を消す」という意味の動詞です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。

人間はなおも不法を働き
