Citing a notice issued Monday by the Kagawa prefectural government to hotel operators, the officials said it is “problematic on human rights grounds” to ask foreign residents to show their passport or other forms of ID when checking into a hotel.
で「月曜に香川県庁からホテル事業者に出された通告を引き合いに出して、県の当局者たちは言った。ホテルにチェックインする際に外国人居住者にパスポートやその他の身分証明書を見せるように言うのは人権上問題があると。」という意味になります。

Citing a notice issued Monday by ～ で「月曜に～によって発行された通告を引き合いに出して」です。
citing ～ で、形式的には分詞構文になっています。
notice は「案内、掲示、通知」などいろいろな意味がありますがここでは県から出された「通告、公示」です。
by the Kagawa prefectural government で「香川県庁によって（出された）」です。
prefectural government で「県庁」です。
to hotel operators, で「ホテル事業者たちに対して」です。
operator は「（機械などの）運転者」という意味以外にも「（事業の）経営者、事業者」という意味でも使われます。
例：train operators「鉄道事業者」

the officials said (that) ～ で「その職員たちは～だと言った」です。
the officials はここでは香川県庁の担当者（当局者）たちを指しています。

it is “problematic on human rights grounds” で「（それは）問題である、人権上で」です。
it is ～ to do … の仮主語のitの構文になって「…することは～である」です。
problematic プロブラ[マ]ティクは「問題がある」という意味の形容詞。
on human rights grounds で「人権上」
on ～ grounds で「～の理由で、～上で」という意味のコロケーションです。
例：on various grounds「様々な理由で」、on medical grounds「健康上の理由で」
何が問題があるのかというと、
to ask foreign residents to ～ で「外国人居住者たちに～するように求めること」です。
foreign residents は「在留外国人」でつまり日本に住んでいる外国籍の人達のことです。
ask ～ to do … で「～に…するように頼む、求める」です。
何をするように求めるのかというと、
to show their passport or other forms of ID で「彼らのパスポートまたはその他の形式の身分証を見せる（ように）」
ID は identification の省略で「身分証明書」ですね。
when checking into a hotel. で「ホテルにチェックインする時に」
