で「この重要な布告は、数百万の黒人奴隷たちにとって大いなる灯台の希望の光となった。それまで彼らは容赦のない不平等の炎の中で焼かれていた。それは、彼らの捕らわれの長い夜を終わらせる、喜びに満ちた夜明けとなった。」という意味になります。

This momentous decree で「この重要な布告」です。
直前の the Emancipation Proclamation「奴隷解放宣言」を指しています。
momentous モウ[メ]ンタスは「重大な、由々しい」という意味の形容詞。
decree はディク[リ]ーは「法令、布告、判決」です。
came as ～ で「～としてやって来た」です。
a great beacon light of hope で「大いなる希望の灯台の灯」です。
beacon light で「標識灯、灯台の光」です。
beacon ビーコンは「（導くために）標識灯、灯台、かがり火、のろし」です。
to millions of Negro slaves で「数百万人の黒人奴隷に（～としてやって来た）」です。
who had been seared in ～ で「～の中で焼き焦がされてきた（黒人奴隷たち）」
sear スィアーで「～を焼き焦がす」です。
例：quickly sear meat surface「肉の表面を素早く焼く」
in the flames of withering injustice. で「容赦のない不平等の炎の中で」です。
withering は「（植物を）しおれさせるような」という意味から「（批判や攻撃などが）手厳しい、猛烈な」という意味です。
例：withering criticism「辛辣な批判」、withering stare「人をひるませるような凝視」

It came as a joyous daybreak で「それは喜ばしい夜明けとしてやって来た」です。
it は先ほどの This momentous decree を指しています。
to end the long night of their captivity. で「彼らの捕らわれ状態の長い夜を終わらせるために」です。
end the long night で「長い夜を終わらせる」です。
end はここでは動詞で「～を終わらせる、終止符を打つ」です。
their captivity の their は Negro slaves を指しています。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
