Despite statements saying that “China-Russia relations are not the kind of military-political alliance during the Cold War,” China and Russia made clear they wanted to “advance the trend toward a multi-polar world.”
で「『中露関係は冷戦時代の軍事政治同盟のようなものではない。』という発言はあったものの、中国とロシアは、世界のすう勢を多極的な世界に向けて前進させたいということを明確にした。」という意味になります。

Despite statements saying that ～ で「～と言う声明があるものの」です。
despite ～ で「～はあるものの、～をよそに」という意味の逆説の意味の前置詞。
例：despite a claim that ～「～という主張をよそに」、despite a complaint「不平があるにもかかわらず」
statements saying that ～ で「～と言っている声明（供述）」です。
何と言っている声明かというと、
China-Russia relations are not ～ で「中ロ関係は～ではない」
the kind of military-political alliance during the Cold War, で「冷戦時代の軍事政治同盟のような種類のもの（ではない）」
the Cold War で「冷戦時代」です。

そういった発言があったものの（despite ～）、
China and Russia made clear (that) ～ で「中国とロシアは～ということを明確にした」です。
make clear で「～を明確にする」という意味の言い回しです。
どういうことを明確にしたのかというと、
they wanted to “advance the trend toward ～ で「自分たちは～したいと、世界のすう勢を、～に向けて前進させたいと」です。
advance ～ towards … で「～を…の方に前進させる」です。
the trend は「トレンド、流行、流れ、潮流、すう勢」です。ここでは国際関係の情勢・ながれのことを指しています。
どの方向に進めたいのかというと、
(towards) a multi-polar world で「多極的世界の方に」です。
pole は「（南極または北極の）極」という意味ですので、multi-polar で「多極の」です。
対して bipolar バイ[ポ]ウラーで「二極分化した、対極の、双極の」です。
例：bipolar world「二極世界、両極体制」（2つの大国が覇権を握る国際社会）

それではまず文節に分けて日本語に訳し内容を理解して下さい。
