で「情報統制は、エリート層が常に行うことだ。特に専制的な政治形態において。情報、知識は権力である。もし情報をコントロールできれば、民衆をコントロールできるのである。」という意味になります。

The control of information is ～ で「情報の統制は～だ」です。
something (that) the elite always does, で「エリート層がいつも行うこと」です。
つまり「情報統制は支配層の常套手段だ」ということです。

particularly in ～「とりわけ～において」です。
(in) a despotic form of government. で「（特に）専制的政治体制においては」
despotic デス・[パ]・ティクで「専制的な、独裁的な」という意味の形容詞。
名詞形は despot デスポトゥで「独裁者、専制君主」です。

Information, knowledge, is power. で「情報、知識は、権力である」です。
ここでの power は物理的な力ではなく「権力、権限、影響力」という意味になります。
例：powerful celebrity「影響力のある有名人」、powerful politician「権力を持つ政治家」
If you can control information, you can control people. で「情報を統制できれば、民衆を統制できる。」です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
