で「『マテワラでの移民たちの誘拐は現在対応中である。そのうちの何人かはすでに発見されている。』と彼（ロペス・オブラドール大統領）は言った。『事件の現場はすでに特定されている。つまり、われわれはすでに対応中だということだ。国家警備隊の配置もあり、われわれは彼らを救い出せるよう願っている。』」という意味になります。

“The kidnapping of migrants in Matehuala is being taken care of. で「マテワラでの移民たちの誘拐は現在対応中である」です。
kidnapping of migrants で「移民たちの誘拐」です。
kidnapping は「誘拐」です。kid は「子供」という意味ですが、大人の誘拐についても使えます。
migrant [マ]イグラントゥ は「移住者、移民」という意味の名詞。
immigrant で「（入ってくる）移民」、emigrant で「（出ていく）移民」ということになります。
is being taken care of で「現在対処されている状態だ」です。
take care of ～ で「～の世話をする」という意味から「～を引き受ける、処理する、対処する」という意味もあります。
Some of them have already been found, で「彼らのうち何人かはすでに見つかっている」です。
them は migrants のことを指しています。
he said. で「彼は言った」です。
he は前後の文脈を見るとメキシコ大統領のロペス・オブラドールのことだとわかります。

“The site has already been identified. で「その事件現場はすでに特定されている」です。
the site はその誘拐事件の発生現場のことです。
identify ～ は「（正体や身元などを）確認する、割り出す、明らかにする」という意味から「（原因などを）特定する」という意味があります。
In short, ～「つまり～、要するに」
we are already working on that. で「我々はすでにそれについて対応中だということだ。」
work on ～ で「～に取り組む、従事する」です。

There is a deployment of the National Guardで「国家警備隊の配備もある」です。
and ～「そして～」
we hope to rescue them.” で「我々は彼らを救出することを望む」です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
