He was hazy in his responses で「彼は返答についてぼんやりしていた」です。
hazy ヘイズィは「ぼんやりした、もやがかった、もうろうとした」という意味の形容詞です。
名詞形は haze ヘイズで「霧、もや、かすみ」です。
when ～ で「～のとき」
initially roused by the manager で「最初にマネージャーに起こされた（時）」です。
rouse ～ で「～を目覚めさせる」という意味の動詞。

but ～「しかし～」
was later able to converse, で「後になって、会話することができた」です。
be able to do ～ に later がさしはさまれている形です。
the source said. で「その関係者はそう語った」です。
source は「源泉」という意味からここでは「情報源、関係筋、発信元」という意味になります。
