で「救急隊員や警察その他の90人以上の職員がその123階建て、555m（1820フィート）のロッテワールドタワーに派遣された。月曜の午前中にその男性が当ビルをよじ登っているところを発見された後で。ソウル市消防長が声明の中で述べた。」という意味になります。

More than 90 emergency, police and other personnel までが主語で「90人以上の救急隊、警察その他の職員たちが」です。
emergency, police and other personnel の部分がわかりづらいので分解すると、
emergency personnel と、police personnel と、other personnel の三つを列挙した形です。
personnel は集合的に「職員、社員」という意味の名詞です。複数でも personnels とはならないので注意しましょう。

were dispatched to ～ で「（その職員たち）が～に派遣された」です。
dispatch は「～を派遣する、送り出す」です。
例：dispatch a team of investigators「調査団を派遣する」
どこに派遣されたのかというと、
to the 123-story, 555-meter (1,820-foot) -tall Lotte World Tower, で「その123階建て、555メートル（1820フィート）の高さのロッテワールドタワー」です。
123-story の story は「物語」ではなくて「階」という意味です。
例：a three-story building「3階建ての建物」

after ～ で「～したあとで」という意味の接続詞ですが、このような場合は【理由・因果関係】の意味でも訳せる場合があります。
(after) the man was spotted scaling the building on Monday morning, なので「その男性が目撃された（ので）、そのビルによじ登っているところを、月曜の午前に」です
scale ス[ケ]イォはいろいろな意味がある単語ですが、ここでは「～をよじのぼる」という意味の動詞です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
