で「新しいそよ風が吹いている。そして自由によって活気づいた世界は生まれ変わったかのようだ。なぜなら、人の心の中では（現実には違えども）独裁者の時代は終わったからだ。全体主義の時代は過ぎ去りつつあり、その古い考えは古代の死んだ木の葉のように吹き飛ばされている。」という意味になります。

A new breeze is blowing, で「新しいそよ風が吹いている」です。
breeze は「そよ風、微風」です。
blow は「（風が）吹く」です。

and「そして」
a world refreshed by freedom で「自由によって活気づけれた世界」です。
seems reborn で「生まれ変わったように見える」です。
seem ～ で「～のように見える、～のようだ」
reborn は「再生した、生まれ変わった」という意味の形容詞です。

for ～ は等位接続詞で「なぜなら～だから」と理由の意味になります。

in man’s heart, で「人の心の中では」
, if not in fact, は挿入句的に「実際には違えども」という意味になっています。
the day of the dictator is over. で「独裁者の時代は終わった」です。
dictator ディクテイターは「独裁者、暴君、専制君主」という意味の名詞です。
このスピーチは1989年のものなので、ソビエト連邦の崩壊のことを指していると思われます。

The totalitarian era is passing, で「全体主義の時代は過ぎ去りつつある」です。
totalitarian トータリ[テ]ァリアンで「全体主義者」という意味の名詞。
era イーラは「（明確に規定された）時代、年代」です。
例：Elizabethan era「エリザベス朝」、Cretaceous era「白亜紀」

its old ideas blown away (like ～) で「その古い考えは（～のように）吹き飛ばされて」です。
its old ideas (being) blown away と独立分詞構文になっています。
何のように吹き飛ばされてかというと、
like leaves from an ancient, lifeless tree. で「太古の生気のない木の葉のように」です。
leaves はここでは名詞 leaf「葉っぱ」の複数形です。

それではまず文節に分けて日本語に訳し内容を理解して下さい。
