Organizers, including Makoto Tezuka, son of Osamu Tezuka and director at Tezuka Productions, までが主語で「主催者たち、手塚治虫氏の息子、手塚真氏や、手塚プロダクションの取締役などの」です。
Organizers とは記事中で述べられているAIでブラックジャックの新作を創ろうというプロジェクトの主催者たちのこと。
including ～ で「～などの、～などを含む」という意味の前置詞。
Makoto Tezuka, son of Osamu Tezuka and director at Tezuka Productions,で「手塚真氏、手塚治虫氏の息子で、且つ、手塚プロダクションの取締役の」です。間にあるのは【同格】の意味のカンマです。

said (that) ～ で「～だと言った、～と発表した」です。
なんと発表したかというと、
(that) they hope to ascertain ～ で「自分たちは～を確かめたいと」です。
ascertain アサー[テ]インで「～を確かめる、～を突き止める」です。
何を確かめたいのかというと、
how far AI can assist humans in creating manga, で「AIがどれほど人間をアシストできるかを、漫画制作において」です。
how far は「どれほどまでに～か」という意味のコロケーション。
AI は「人工知能、AI」
assist ～ in …ing で「～を…することを手伝う、～に…する手を貸す」です。
help ～ in …ing とも言えます。

noting that ～ は分詞構文的に「～ということを述べつつ」
note ～ は「～に言及する、～を指摘する」です。
何を指摘（言及）しつつかというと、
(that) the project is not meant to replace creators. で「そのプロジェクトは～する意図はない、クリエイターを置き換える」です。
つまり漫画クリエイターの仕事を奪うつもりはない、ということ。
is meant to do ～ で「～するつもりである、～することを意図している」です。
meant メントゥは mean ミーン「意味する、～を意図する、～するつもりだ」の過去分詞形。
