Extreme heat is fast becoming ～ で「猛暑が急速に～になりつつある」です。
fast はここでは副詞として使われていますね。
is fast becoming ～ というコロケーションで覚えてしまいましょう。
a public health crisis で「公衆衛生上の危機」
crisis は単数形で、複数形だと crises ク[ラ]イスィーズとなります。
in India「インドでは」

with ～ 以降は、付帯状況 with を伴った独立分詞構文です。

during the latest brutal heat wave in June. で「最近の6月の猛烈な熱波の期間中に」です。
heat wave は「熱波」です。
brutal は「（けだもののように）残忍な、荒々しい」という意味の形容詞。

Prolonged heat waves, が主語で「長期化する熱波」です。
prolong は「～を長期化させる、～を延ばす、長引かせる」です。
例：prolonged civil war「長引く内戦」
, sometimes classified as a slow-onset disaster, は挿入的に「ときに、～として分類される、遅発性の災害と」
その長引く熱波は、
are one of the deadliest consequences of ～ で「～の最も致命的な影響のひとつである」です。
deadliest は deadly「死を招く、致命的な、命取りの」の最大級。
deadly は -ly がついていても形容詞でつかわれるので注意しましょう。
例：deadly accident「死者が出た事故」
何の影響かというと、
of global warming that India faces. で「インドが直面する地球温暖化（の影響）」です.
India faces ～ で「インドが（～に）直面する」です。
