で「松野官房長官は言った。『被害者の家族たちが高齢化する状況の中、拉致問題は時間的制約のある人権問題である。』と。また日本はこの問題の解決に向けて国際的支援を得たとも付け加えた。日本政府と北朝鮮政府の間には外交関係がない。」という意味になります。

Matsuno said, で「松野氏は～と言った」
“With the families of the victims aging, で「被害者たちの家族が高齢化する状況で」です。
付帯状況 with を伴った独立分詞構文です。今週はこの文型がよく登場しますね。

the families of the victims が意味上の主語となり、aging が動詞に当たります。
age は「年を取る」という意味で動詞でも使われます。
例：aged female「老齢の女性」
the abduction issue is a human rights problem で「この拉致問題は、人権問題である」です。
abduction は「拉致、誘拐」です。動詞形は abduct で「～を誘拐する、拉致する」
a human rights problem で「人権問題」です。
どんな人権問題化というと、
a human rights problem with time constraints で「時間的制約付きの人権問題」です。
time constraints で「時間的制約」という意味のなります。
constraints は「制約、しがらみ」です。
例：free of constraints「制約なしの、しがらみがない」、within legal constraints「法的制約の範囲内で」

adding (that) ～ で「～ということも付け加えて」です。
最初の said を受けて「さらに～とも言った」という意味です。
(that) Japan has garnered international support で「日本は国際的な支援を得てきた」
toward the resolution of the matter で「その問題の解決に向けて」です。
resolution は「決心、決意」という意味以外にも「（困難な問題などの）解決、解消」という意味でも使われます。
the matter「その問題」は、the abduction issue を指しています。

Tokyo and Pyongyang have no diplomatic relations. で「東京と平壌は外交関係をもっていない」です。
Tokyo and Pyongyang はここでは「日本政府と北朝鮮政府」という意味です。
国の政府をその国の首都名で表せます。
例：Washington「米国政府」、London「英国政府」、Beijing「中国政府」

それではまず文節に分けて日本語に訳し内容を理解して下さい。
