で「我々は引き返すことはできない。公民権に熱心に取り組む人々に尋ねる者たちがいる。『一体いつになったら満足するのか？』と。我々は決して満足することはできない。黒人たちが警官たちの残虐行為の言い表せないくらいおぞましい恐怖の犠牲者である限りは。」という意味になります。

we shall always march ahead.「我々は常に前進しなければならない。」という前回の続きで、
We cannot turn back. で「我々は後戻りはできない」です。

There are those who ～ で「～する者たちがいる」です。
those who ～ の those は those people と同等の意味合いです。
何をする人たちかというと、
those who are asking the devotees of civil rights, で「公民権の熱心な支持者たちに～と尋ねている（人たち）」です。
何と尋ねているかというと、
“When will you be satisfied?” で「いつになったらあなたたちは満足するのか？」です。

We can never be satisfied as long as ～ で「我々は決して満足することはできない、～する限りは」です。
(as long as) the Negro is the victim of the ～ で「黒人たちが～の犠牲者である限りは」です。
何の犠牲者かというと、
(victim of) the unspeakable horrors of police brutality. で「言い表せないくらいの恐ろしさ（の犠牲者）、警察の残虐性の（恐ろしさの）」です。
unspeakable horrors で「言い表せないほどの恐ろしさ」となります。
unspeakable アンス[ピ]ーカボォで「言語に絶する、言い表せないほどの」という意味の形容詞です。
police brutality で「警察の残虐性」です。
brutality ブル[タ]リティは「残虐性」です。
形容詞形は brutal「野蛮な、残忍な、猛烈な」です。brute「獣、けだもの」という意味から来ています。

それではまず文節に分けて日本語に訳し内容を理解して下さい。

我々は後戻りできない

There are those who
～な者たちがいる

are asking
～に尋ねている

the devotees of civil rights,
公民権に熱心に取り組む者たちに
